【NTTドコモビジネス】『DX推進部門が検討すべき自治体スーパーアプリとは？』 ～各課導入の個別アプリ乱立問題を解消するデータ利活用プラットフォーム～
自治体DXの推進には、表面的なデジタル化ではなく、実際に地域と現場の課題解決につながる実効性あるデジタル利活用が求められます。本講演では、全国で多様な自治体の皆さまと取り組んできた経験から、効果的なツール活用や導入のポイントについて具体的にご案内いたします。
具体的には、当社が取り組む自治体DX支援の全体像を踏まえながら、自治体ごとのニーズや特性に応じたデジタル基盤やツールを適切に選定・導入することの重要性についてお話しします。より良いデジタル技術を、組織や現場の状況に応じて「正しく」活用することが、住民サービスの質向上と業務効率化を実現するための鍵となります。そのためには、自治体の現状把握から導入後の運用支援に至るまでの一貫したサポートが不可欠です。当社は全国100以上の自治体との連携協定を通じ、このような伴走支援を行っています。

Introducing 'Dojo': The Automated Manual Creation Tool to Boost Efficiency for All Local Government Staff
For municipal staff, the preparation and maintenance of operational manuals are essential to ensure the smooth execution of daily duties. However, if manuals are incomplete or difficult to understand, they may hinder the efficiency of work. Moreover, given the current situation where routine tasks must take priority, allocating sufficient time for manual creation is often challenging.
In addition, the creation of operational manuals associated with system standardization, preparation of handover documents due to year-end personnel transfers or sudden retirements, and the development of manuals for residents is increasingly required not only by the Information Policy Division but also by staff in each respective department.
Under such circumstances, the ability to create manuals easily, while minimizing the burden on daily work, is directly linked to improving the efficiency of municipal staff operations.
This seminar will introduce the “Dojo” automated manual creation tool, designed for use by all municipal staff members.
By providing an environment where “Dojo” can be used freely whenever necessary within the municipality, we aim to achieve:“Enhanced operational efficiency for municipal staff”“Improvement of staff IT skills”“Promotion of digital transformation (DX)”“Better services for residents”

"Breaking Free from Underutilized DX — Advancing Municipal DX and EBPM with Techtouch’s DAP and AI"
Abstract
In municipal DX, it is essential to enhance the convenience of citizen services while improving the efficiency of administrative operations, and at the same time realize policy improvement based on evidence (EBPM).
This session will introduce case studies of the Digital Adoption Platform (DAP), which eliminates the challenge of systems and e-application services “not being used” after introduction, and functions as a foundation supporting back-office DX (examples: Kawasaki City, Iwata City).
Furthermore, we will explain how “Data Analysis AI” can analyze citizens’ and employees’ voices and operational logs to transform them into evidence for policy planning and organizational improvement.

In a municipality with a population of approximately 6,000, the introduction of generative AI is being challenged, given that 60% of the staff have no experience with it. Aiming to improve business efficiency, they have utilized it not only for general tasks such as document creation and project planning but also for unique tasks like preparing financial statements and council documents. Tent) Security Necessary for Next Generation LG Networks
It is difficult for the local government network to cope with cloud utilization and increasingly sophisticated cyber-attacks with only the conventional three- tier separation and closed connections. Furthermore, looking ahead to the era of quantum computers, new mechanisms are needed to ensure security in the future.
The focus should therefore be on quantum resistant cryptography (PQC). We will introduce Cisco's approach to prepare for the 2030 problem of cryptography.
Next is SD-WAN, which eliminates center-intensive bottlenecks and enables direct access from locations to the cloud. It is a hybrid use of closed networks and the Internet, and when combined with SASE, security can be integrated in the cloud.
And Zero Trust. This is a system that always verifies each user, device, application, and data. It is also effective for secure access from outside the government building, and CASB can visualize cloud usage status.
These technologies will be introduced to show how to introduce a robust network that is both safe and convenient as a foundation for resident services, and that is resilient to disasters.

Introducing our efforts in "Generative AI x RPA" and "Chatbots using Generative AI"
Beppu City Hall introduced a general-purpose generative AI in November 2023.
In addition to using it for general purposes, we are also implementing new ideas that combine the AI with the RPA (Robotic Process Automation) that was already in place.
Furthermore, a public-facing chatbot utilizing the generative AI's RAG (Retrieval-Augmented Generation) function was released in July.
This presentation will cover Beppu City Hall's initiatives, which aim to make things more convenient for residents and easier for city employees by leveraging generative AI.

In local governments, the shortage of staff has become increasingly serious, and maintaining the quality of public services is now an urgent challenge. Many municipalities have already begun introducing generative AI as a means of improving efficiency. Based on my experience in leading numerous hackathons and ideathons, I will share my perspectives on how this transformation is taking shape and the possibilities it brings.
