The Key to Local Government DX: Secure and Efficient Local Government Networks Realized Through Zero Trust
The advancement of digital transformation (DX) in local governments has expanded the attack surface, leading to increased system complexity and new threats. In particular, In particular, nation-state-sponsored cyber attack actors conducting Advanced Persistent Threats (APT attacks) have been increasing in recent years, making it difficult to maintain efficient and secure networks in increasingly complex network environments such as α' and β' models, in addition to the current three-layer countermeasures. Cases that impact citizen services have been reported, including unauthorized access to municipal websites and email relay servers, and malware infections resulting from access to phishing sites through social engineering. When adding flexibility to the traditional three-layer model through cloud service utilization and telework promotion, achieving this without breaking the premise of a "trusted internal network" has become an extremely challenging issue. The reconciliation of DX promotion and information security has become an urgent challenge for local governments.
As an interim response, the Ministry of Internal Affairs and Communications is promoting the transition from the α model, currently adopted by many local governments, to α' and β' models. These serve as important steps toward future zero trust migration. Zero trust implementation requires four phased implementations: ①Identity governance (centralization of authentication infrastructure), ②Device governance and protection (integrated terminal management and threat detection through EDR), ③Web/Email/Network boundary security measures (file sanitization, zero-day countermeasures, application control), and ④Security operations (integrated log analysis and automation). When considering migration to α' and β' models, it is important to plan with future zero trust migration in mind. By progressively strengthening security measures in alignment with existing system update timing, smooth zero trust migration and the realization of municipal DX become possible.

Approaches to Optimizing Cloud Utilization and Improving Costs in Local Government and Education DX
In local governments and educational institutions, the use of cloud services is rapidly expanding due to migration to the government cloud and the promotion of next-generation school administration DX. However, due to challenges such as resource burdens and development costs for service providers, in many cases, migration is limited to a simple transfer to the cloud, and the full benefits of the cloud are not being realized.

Transforming Public Services in Katsushika City: Advancing AI Beyond RAG
Since 2024, Katsushika City has been developing a generative AI system called “Katsushika Chat”, leveraging large-scale data to improve internal operations through Retrieval-Augmented Generation (RAG) technology.
In addition, the city is conducting proof-of-concept trials to support front desk operations using not only response guides but also book-based data, aiming to address challenges such as eliminating the “bureaucratic runaround” and preserving staff expertise.
Starting this fall, Katsushika City plans to begin trial operations of a government-specialized AI agent that converts conversations at service counters into text via speech recognition and instantly suggests relevant information to staff.

Shadow IT Countermeasures: Utilization of CASB and Enhancement of Security in Local Governments
Shadow IT describes instances where employees use cloud services without approval from their organization’s IT department. With the rise and broader acceptance of AI technologies, the term “Shadow AI” is also becoming increasingly common. As highlighted in the “Guidelines on Information Security Policy for Local Governments,” shadow IT presents significant security risks that must be properly managed, even within municipal organizations. Effective management of shadow IT not only strengthens security but also supports safer digital transformation (DX) initiatives.
A highly effective solution is deploying a Cloud Access Security Broker (CASB). This session will provide a detailed overview of CASB’s role and the advantages it can offer.
■ Role and Features of CASB
CASB is a specialized security tool for managing and controlling cloud service usage, providing several critical functions:
Visibility:
CASB monitors cloud service activity to identify shadow IT. Knowing who is accessing which cloud platforms allows organizations to detect and address potential security vulnerabilities.
Control and Management:
By working with proxies, CASB restricts access to unauthorized or high-risk cloud applications and applies appropriate security policies to users, helping to protect organizational assets.
Data Protection:
CASB enhances data security by monitoring data traffic and detecting abnormal activities when information is stored in the cloud. This helps prevent leaks of sensitive information and ensures proper data governance.

Initiatives for Front Yard Reform through the Use of Generative AI
In Ichinoseki City, an AI chatbot was introduced in fiscal year 2023 (Reiwa 5) to respond to inquiries from residents, followed by the implementation of an AI voice guidance system in fiscal year 2024 (Reiwa 6) to assist with building navigation and the preparation of documents at service counters. In fiscal year 2025 (Reiwa 7), the city is working toward introducing AI-based telephone support. This presentation will introduce Ichinoseki’s “front yard” reform initiatives, which leverage generative AI to improve convenience for residents and reduce the workload of municipal staff.

While many municipalities are progressing with system standardization and cloud migration, this presentation will explain how we coordinated with internal departments and vendors, key points to be mindful of, approaches to addressing post-migration challenges—particularly around cost optimization—and our expectations for the future.
